Job Description

With a five-year $200 million Climate Pollution Reduction Grant from the EPA, the Denver Regional Council of Governments is launching a groundbreaking initiative that will transform the built environment of the 58 cities and counties that make up the Denver metro area. This effort will cut climate pollution from Denver’s built environment by 70% by 2050, boost public health, spark local innovation, and supercharge the economy. Our approach is community-centered and equity-driven, focusing on low-income and disadvantaged neighborhoods to ensure that everyone benefits from clean technology.
Through this program DRCOG will:
 
  • Perform whole home retrofits in low-income communities,
  • Provide energy advising services and electrification-oriented rebates and incentives to home and business owners,
  • Support workforce and industry development,
  • Execute a mass market marketing and community engagement campaign, and
  • Work with local governments to accelerate adoption of ambitious policies.

The Decarbonize DRCOG Senior Program Specialist (Incentives and Energy Advising) will lead efforts to develop an effective and customer-centered incentive and energy advising program to ease the execution of energy efficiency projects in the region’s buildings. This role focuses on managing vendor relationships, contracts, and processes, ensuring compliance and success through planning, implementation, evaluation, and reporting. First-year priorities include developing contracts, co-developing and reviewing vendor design and processes, engaging with HVAC contractors and community stakeholders, establishing program metrics, launching a successful incentive and advising program and supporting federal grant requirements. Subsequent years will emphasize program growth, process improvements, and deepening partnerships with local, state, and federal stakeholders to ensure impactful, community-driven outcomes.

About the Position of: Senior Program Specialist (Incentives and Energy Advising) (Building Decarbonization) 
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.
 
·       Manages and plans the work of vendors, contractors, consultants and other staff. Responsible for organizing, planning, budgeting, administering and monitoring multiple projects within the program, in coordination with the DRCOG Business Operations team.
·       Serves as subject matter expert in area of assignment; performs and directs complex tasks; develops and evaluates processes; makes recommendations for modifications to data collection methods and processes.
·       Develops and maintains internal and external relationships; participates in a variety of meetings, committees, or related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents assigned areas on committees and advocacy groups.
·       Represents DRCOG on committees, councils, studies and workgroups;
·       Performs other duties of a similar nature and level as assigned.
 
Responsibilities related to Managing DRCOG incentives and energy advising vendors:
 
·       Program and project management of DRCOG Incentive and Energy Advising Program Vendor(s).
·       Leads on design, organization, monitoring and evaluation to ensure success of program outcomes. With Program Management, develops KPI’s and manages consultant performance.
·       Reviews consultant work products and processes, serving as the subject matter experts where appropriate and managing working groups of additional subject matter experts as needed.
·       Oversees contractor processes and deliverables.
·       Works closely with the Business Operations Team to develop and oversee multiple budgets; contracting functions; allocates resources; monitors and controls expenditures.
·       Works with grant compliance staff on reporting and contractual deliverables.
·       Coordinates with the local and state agencies to develop policy products and assist with program implementation.
·       Conducts outreach and present to communities, including trade partners, elected officials, utility and jurisdictional partners and the general public.
·       With the program vendor and program manager, organizes and manages a Quality Installation Verification and installer working group
·       Interacts with distributors, participating contractors and other stakeholders to solicit and organize feedback on the program and new opportunities
·       Leads and serves as a DRCOG liaison for renters, building and homeowners and representatives to committees, advisory groups, federal/state/local agencies and other stakeholders.
·       Liaises with staff from state, local, utility and federal partners.
 
Responsibilities related to compliance and reporting:
 
·       Creates and maintains reporting documentation including reports, budgets, presentations, and other templates.
·       Works to maintain and improve relationships with officials, other agencies, community groups, and state and federal departments to improve decision making capability and better implement services as part of grant funding and related programs.
·       Prepares and delivers orientation, training demonstrations, and presentations for individuals, groups, community organization and key partners.
·       In support of Program Management staff, responds to inquiries and requests from internal and external stakeholders; prepares materials for presentations, print and web distribution to communicate programmatic and policy recommendations to diverse audiences, including the DRCOG Board and committees.
·       Identifies program strengths and weaknesses and problem areas of non-compliance, recommends corrective action, and instructs individuals and groups on proper methods and procedures for compliance with program regulations.
·       In coordination with Business Operations staff, manages Federal grant requirements and directs contract and sub-award administration.
·       Prepares documents required for submission to Federal agencies to receive funds.
 
Other Responsibilities:
 
·       Represents DRCOG on committees, councils, studies and workgroups;
·       Performs other duties of a similar nature and level as assigned
 
Knowledge of:
 
·       Building science principles, building energy management, energy efficiency in new construction and existing residential, multifamily or commercial buildings. Experience with multifamily and commercial building projects is preferred.
·       Principles and practices of project and program administration, design and management and human-centered design principles
·       Utility demand-side programs including trade incentives and other similar programs, 
·       experience with PUC processes and PUC regulated programs is a plus
·       Building energy codes, standards, ordinances, permitting processes and existing incentive programs.
·       Practices and methods of coaching and leading the work of contractors and consultants
·       Techniques and methods for organizing, prioritizing, assigning and monitoring work;
·       Principles and applications of critical thinking and analysis;
·       Best practices, trends and emerging technologies in building electrification and energy efficiency, particularly best practices of quality installation verification programs for heat pumps and similar measures
·       Effective communication techniques, including writing and public presentations oriented to a variety of audiences;
·       Data management best practices, GHG emissions reductions calculations, impact reporting, etc.
·       Experience identifying and supporting applications and executing grants and awards for federal, foundational, philanthropic and other donors is a plus.

Education and Experience Requirements:
 
·       Bachelor’s degree in engineering, architecture, environmental science, sustainability, or related field and a minimum of 3-5 years of related professional experience.  OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Experience:

·       Experience working directly with or leading programs which serve vulnerable populations

·       Bi-lingual candidates are preferred.

 
Licensing/Certifications:
 
•Architecture, Engineering, or Energy Professional background is desirable, though active licenses and certifications are not required.
